Found a place in Kyoto that had a nice selection of professional woodworking tools - chisels, planes, carving tools and stones (synthetic and natural).  Decent selection of both aogami (blue steel) and shirogami (white steel) chisels.  Prices varied but definitely not bargain basement.  Also found some small knife shops in Kyoto that made their own edge tools - mostly knives for food prep - some of these also carried a few hand made chisels.
