Sheraton Desk on Frame Table - Salomonsky

I'm building the Desk, Style of Sheraton piece as illustrated in Salomonsky's "Masterpieces of Furniture". I have the stand assembled (see picture) and now am starting on the upper removable desk part. I'm unsure about the molding piece that is on the base of the upper desk (or it may be a 1/4-in. thick plate on top of the stand). I have looked at pictures on line in the Metropolitan Museum of Art, and can't tell how this molding is situated. Is it a part of the upper desk assembly, or installed on the top of the table (stand)?
There is a cross-section view of this detail in Salomonsky's drawing (see Detail B). This shows the thickness of the molding to be 1/4-in. and its shape, but it does not solve the issue of where the molding is affixed. The molding could also be edge treatment on a rectangular plate that is installed on the top of the stand.

Thanks Pete, I plan to go ahead on this basis, as it does seem to make more sense being a part of the removable desk portion.
