Wooden Wheel construction question

I am building a 4' dia wooden wheel and am looking for some tips.
The wheel in being constructed with 3 sections. So far I have built a bending form and laminated the 3 sections over sized in length.

How would you lay-out each section?

How would you join each section? I am considering lap joints. Suggestions?

Other suggestions?

Will this be a wheel for a heavy laden beer wagon or a distaff spinning wheel? Probably need more information to give a decent answer.

sorry -- It is to show construction of a "Bone Shaker" bicycle used in a display at a  Museum -- Meadowbrook Hall (the Dodge Mansion) This will be the front wheel I do not believe it will actually be used.
 
Typically wooden wheels had sawn felloes(sp?) rather than bent lams. For a display you might just run a steel band around the outside like they use to band lumber together.
