cross banding

I have been reading Steven Lash's article about "The Knife Case" and was wondering if both the inside and outside of the cases were crossbanded before applying the finish veneer?  Looking at the picture and the caption (Figure 20) on page 50 American Period Furniture Volume IV regarding the kerf lines showing through it would seem he applied cross banding to both the inside and outside of the case.  I assume this is a distinct benefit - when is this technique used and why?  I under stand veneering both sides but this seems to add a layer not normally discussed.  Also, could the cross banding be applied inside before glue-up or is it normally done after glue up.  Thanks for any information.  Mr Lash - I really appreciate your work, thanks for sharing. 

On a funnier note - hide glue sets slower when its 104 degrees in the shop - we just finished 24 consecutive days of 101+ degrees.  Finally a cool front - only 94 today.
